Every Liverpool primary school belongs to a consortium of schools. Consortia meet together to plan how to support their pupils with special educational needs and disabilities. Each consortium meets, at least once a term, to plan how they will use additional resources, share good practice and plan training that can help staff in schools to meet the needs of pupils on the special educational needs register.


The services identified within the SEND purchasing framework have been evaluated and assessed by professionals across the Local Authority, Schools and Early Years settings.  They are available for commission by consortia or schools directly to address the needs of pupils with SEND set out within the Special Educational Needs and Disability Code of Practice (2015).  Consortia uses this framework to safeguard contracts and establish a consistent approach across the city.
